Mutation in Singapore!

Achtung! The Singapore Institute of Radioactive Waste Management have received complaints of mutated children. In the town of Serangoon, a 17 yr old girl, Kai qing has been found mutated! The researchers are undergoing heavy research work on this particular girl. In addition, suspection of mutation increase to 99% when they heard her laughter! What is exactly happening to Singapore?
